Paul Kagame has said that Rwanda will cement its 'bitter divorce' from France- the country he holds responsible for the 1994 slaughter of up to one million of his people - by joining the Commonwealth.

Rwanda applied for Commonwealth membership in 2003 and many people anticipate that its application will be approved at the next CHOGM. Yet questions are being asked of Kagame's motives. His human rights record as leader and Rwanda's role in the recent eruption of violence in the DRC add a further dimension to this crucial debate.

At this event - the first in our new series of 'Question time' debates - an expert panel will field your toughest questions from the floor. Audience members are invited to send their questions to the Public Affairs team prior to the event. (No questions will be accepted from the floor unless submitted in advance.)

Peter Caruana, Chief Minister of Gibraltar

In December 2006, Gibraltar adopted a new constitution, increasing the level of self-government in the territory and establishing a thoroughly modern constitutional relationship with the UK.

Chief Minister, Peter Caruana will speak about this new status and about the shift which has occurred in Gibraltar's often turbulent relationship with Spain.

Scottish Art Exhibition

To coincide with the RCS' Burns Night, a collection of artists from the Highlands of Scotland will be exhibiting their work in the gallery.

They include landscape painter, Andrew Stewart, recently awarded the City of Glasgow prise at the Royal Glasgow Institute of Fine Arts annual show; and internationally renowned Cara McKinnon Crawford who recaptures the vibrancy of the Scottish colourist's style. Work by figurative artist Andrew Sinclair, photo-realist landscape painter, Jamie Hageman and painter Gavin Young will also be featured.

The RCS is proud to be working with Scots Care, kind sponsors of this exhibition.

Commonwealth Flowers

Photographer, Carlos Magalhaes-Bastos, brings the beauty of nature to life in this display.

In a macro-photographic exhibition, he captures the intricate delicacy of 12 different flowers, representing two countries from each continent of the Commonwealth.
